How do you vote on state propositions?

This is probably a really stupid question, but I'm pretty ignorant on civics in general. Who votes on state propositions such as proposition 8? Is it the citizens who votes on these issues? If so, how I can sign myself up to vote on state and local decisions? I want to be more active in the community.
