Why doesn't yahoo track the IP address of spammers?

I usually ask and answer in the investing section, and I get the same spammers, over and over and over again. They run under different names, presumably because all their questions are reported and their account canceled, but they just come back and often in greater numbers. Why doesn't yahoo just prohibit their IP address from creating a yahoo answers account?
