What type of lawyer do i need when ive been denied the process of fairness?

some accusations have been made against a relative of mine nearly two years ago, he has never been questioned by the police and no charges have been laid or will be. DOCS were involved and he was removed from his family home at 18 yrs old they too have never questioned this person but nothing has changed. My question is what sort of lawyer deals with cases like this one? This person has just been told this is what was said " end of story" docs believe the crap, and his life is left in ruins without a voice.
