Can I use silicone glue on my filters suction cups?

I got a new filter and the suction cups just wont stick onto the tank, is it ok if I use silicone glue or tank sealant on the suction cups to make them permanently stay on the tank? My filter is very light and is made for 1-3 gallon tanks (tetra whisper).
